The state of Vaara is a small country in Central Smalik, bordering Nucani, the Kingdom of Bėltse, and Sarigis. To its north, it has a small exclave lodged between Sarigis and Nucani. Vaara is one of the seven original successor states of the Republic of Bowdani that broke apart on 16 October 316. The self-styled semi-demarchy is ruled by a triumvirate known as the Presidential Committee, the members of which are elected for a three year term in each consecutive year. The capital of Vaara is Leertossoirra, known in Ingallish as Newcastle, a quaint and uneven little town that looks like a gigantic medieval castle.

Administrative division: five districts
Head of state: a presidential committee consisting of three members, Ms Tyys Beino (since 23 February 320), Ms Tato Pun (since 27 February 322), and Mr Lasso Bytenys (since 28 February 321). The chairpersonship rotates weekly between these members. Every year one of the members of the committee is elected for a three year term. The members of the presidential committee can perform cabinet functions; they can appoint further ministers to complete the cabinet.
Legislative: parliament (61 members, elected for a four year term). In addition, a "citizens' conference" decides on certain themes deemed too important for the parliament alone to decide. These include e.g. matters concerning the constitution, the decision to declare war, and the election of the members of the presidential committee. The citizens' conference has 11 members who are selected by sortition from a broadly inclusive pool of eligible citizens.
